PROCUREMENT NOTICE FOR THE SUPPLY AND INSTALLATION OF STRUCTURED CABLING AND NETWORK EQUIPMENT, FOR THE WIRED AND WIRELESS COMMUNICATIONS NETWORK RELATED TO THE NEW CONTAINER TERMINAL AT THE PORT OF WALVIS BAY
About Namport
The Namibia Ports Authority has been operating since 1994 in Namibia as the National Port Authority. Namport also manages the Port of Walvis Bay and the Port of Lüderitz. One of the Port’s strategic objectives is to be a highly competitive port within the South African Development Community.
To achieve the set strategic objectives, Namport has initiated two projects, the New Container Terminal (NCT) Project and the Port Automation Project (PAP). Namport has initiated the NCT Project to develop a new container terminal with the increase of global shipping. On the other hand, PAP was initiated with the intent to increase visibility and control across operations, and to enhance operational reliability, efficiency, productivity and safety. This will be adopted through the application of various technologies, automated processes and equipment throughout the Port.
The PAP started with an enterprise process study to highlight inefficiencies from the current processes at Namport. The next phase included the definition of (automated) requirements that would serve to resolve the inefficiencies identified from the study. The key outcomes for improvement included changes to, and additions to:
· current processes,
· the introduction of automated technologies,
· the organizational structure and procedures.
PAP has proposed various items that have been categorized into various packages. The packages are to be introduced in a phased approach. One of the packages as part of the PAP is the implementation of state-of-the art ICT infrastructure to support and enhance terminal operations at not only the new container terminal but equally at the current terminal facility through enhancements to the existing ICT infrastructure, hereafter referred to as the “ICT Package”
Brief Description of the Project

On the other hand, PAP was initiated with the intent to increase visibility and control across operations, and to enhance operational reliability, efficiency, productivity and safety. This will be adopted through the application of various technologies, automated processes and equipment throughout the Port.
PAP has proposed various items that have been categorized into various packages. The packages are to be introduced in a phased approach. One of the packages as part of the PAP is the implementation of state-of-the art ICT infrastructure to support and enhance terminal operations at not only the new container terminal but equally at the current terminal facility through enhancements to the existing ICT infrastructure, hereafter referred to as the “ICT Package”
The ICT Package project scope comprises of the following sub elements:
Wired IP Network (LAN)
This element includes the communications network within/between the office buildings, designated communication rooms and outdoor network enclosures throughout the new container terminal (NCT), with a combination of commercial and industrial grade Ethernet switches that form the IP network.
The currently deployed communications network comprises of either Multimode Fibre (OM4) or Single Mode (OS2) for switch uplinks and CAT6 UTP/F-STP for client/device access links. All new cabling installed will extend, or be part of, this enterprise wide communications network. The Wired IP Network is segmented into two networks, namely Corporate LAN and Security LAN.
Wireless IP Network (WLAN)
The wireless network element encapsulates all the indoor and outdoor wireless access points and clients, point-to-point/point-to-multipoint wireless links, and wireless management and administration. Namport currently has a controller based Wireless LAN solution based on Ruckus, deployed throughout the enterprise, with 1Gbps (non-aggregated) trunks connected to the Corporate LANs access layer switches for backhaul.
All new wireless access points installed will extend, or be part of, this enterprise wide wireless solution. The Wireless IP Network will be segmented into two logical WLAN groups, namely Corporate Wireless LAN (CORP-WLAN) and Terminal Automation WLAN (TAU-WLAN).
Additional Information
The selection of the successful Bidder shall be through a transparent bidding process and within the provisions of the Public Procurement Act (PPA), 15 of 2015 and other applicable laws. A Bid Securing Declaration shall be required for this procurement. The bid offers shall remain valid for a period of ninety (90) days. The cost of the bidding documents in N$300.00 including VAT.
This Procurement Opportunity is issued pursuant to Section 40 of the Public Procurement Act (PPA), 15 of 2015. This process will be implemented in accordance with the following timelines:
