PURPOSE OF THE JOB:

To provide divisional strategic and operational leadership for Namport’s Security and Emergency Services function by translating enterprise risk and security strategies into effective plans, systems, and controls that ensure compliance, preparedness, and the protection of people, assets, cargo, and business continuity. The position substantively forms part of the Namport Management Committee (MANCO). It reports directly to the Executive: Risk Management.

 

KEY PERFORMANCE AREAS:

  • Provide functional leadership and governance over Namport’s Security and Emergency Services in compliance with statutory requirements, the ISPS Code, and organisational policies.
  • Direct the development, governance, and assurance of Port Facility Security Plans, emergency response plans, and business continuity arrangements to support operational resilience.
  • Lead emergency preparedness and response, including commandlevel decisionmaking during security incidents and emergencies, multiagency coordination, and postincident review and improvement.
  • Exercise governance oversight of port security operations, including security risk assessments, audits, investigations, performance reporting, and the management of security service providers and contractors.
  • Own the effectiveness, adequacy, and lifecycle oversight of security and emergency response systems, technologies, and infrastructure supporting port operations.
  • Drive governance, risk management, regulatory compliance, and SHEQ performance across the Security and Emergency Services function.
  • Represent Namport on Port Facility Security Advisory Committees and other relevant security and emergency response forums.
  • Deliver expert security advice and guidance to Executive Management, contributing specialist input into strategic planning, annual risk analyses, and continuous improvement initiatives.
  • Lead and develop the Security and Emergency Services workforce through effective workforce planning, performance management, discipline, and capability development.
  • Establish and maintain seniorlevel relationships with law enforcement agencies, regulators, emergency services, and key stakeholders to support coordinated security and emergency response outcomes.

 

QUALIFICATIONS, EXPERIENCE AND SKILLS:

  • An Honours Degree [NQF Level 8] in Security Management, Law Enforcement, Emergency & Disaster Management, Maritime Security/Studies, or a related field.
  • A Master’s Degree [NQF Level 9] in Security Management, Law Enforcement, Emergency & Disaster Management, Maritime Security/Studies, or a related field will be an added advantage.
  • A minimum of 7 years’ experience in Security Management, Emergency Response, or Critical Infrastructure Protection, with at least 3 years at a supervisory or managerial level.
  • Port Facility Security Officer (PFSO) certification in terms of the ISPS Code is strongly preferred.
  • Training or exposure aligned to ISO 45001, ISO 14001 and ISO 9001 standards is advantageous.
  • Demonstrated experience in emergency response coordination, incident management, and multiagency collaboration with law enforcement, regulators, and emergency services.
  • Experience overseeing or governing security operations, risk assessments, audits, investigations, and the performance of security service providers.
  • Exposure to the governance and oversight of security technologies (e.g. CCTV, access control, perimeter systems) in highrisk environments.
  • Valid Code B driver’s license.
  • Valid Namibian Police Clearance Certificate (or proof of application)
  • Strong communication and stakeholder engagement skills across crossfunctional and multiagency environments.
  • Proven analytical, project management, and process improvement capability in operational environments

Security vetting may be conducted for this position at Namport’s discretion.
